Acquisition of raw, unentitled land;

Designing a land plan for the property that is both marketable and appropriate for the community;

Managing the project through the entitlement process, including, as applicable, the processing of specific plans, general plan amendments, zone changes, tentative tract maps, infrastructure improvement plans, final tract maps, and the procurement of Federal, State and local agency environmental permits and clearances (e.g., permits from the U.S. Army Corps of Engineers and the California Department of Fish and Game);

Forming Communities Facilities Districts and other forms of public financing when appropriate in order to cost-effectively finance a portion of the project's development costs;
• 
Working with all interested parties, including local government agencies and neighboring land owners and communities, to ensure a win-win outcome for both the project and the local community;
• 
Re-designing and re-engineering previously entitled projects when doing so will create substantial additional value;
• 
Grading and constructing infrastructure improvements such as sewer, water and storm drain systems and streets when necessary in order to position a project for sale;
• 
Marketing and selling the project to residential or commercial builders or other appropriate end-users;
